In so doing, she considers the precarious potential for social change in and after a crisis. Vijayakumar illuminates how the politics of gender, sexuality, and nationalism shape global crisis response. These range from everyday articulations of sexual identity in activist organizations in Bangalore to new approaches to HIV prevention in Nairobi, where prevention strategies first introduced in India are adapted and circulate, as in the global AIDS field more broadly. Working across India and Kenya, Gowri Vijayakumar provides a fine-grained account of the political struggles at the heart of the Indian AIDS response. The AIDS crisis created a contradictory, conditional, and temporary opening for sex-worker and LGBTIQ activists to renegotiate citizenship and to make demands on the state. At Risk captures this unique moment in which these criminalized and marginalized groups reinvented their "at-risk" categorization and became central players in the crisis response. HIV prevention programs channeled billions of dollars toward those groups designated as at-risk-sex workers and men who have sex with men.

Though a crisis at this scale never fully materialized, global public health institutions, donors, and the Indian state initiated a massive effort to prevent it. In the mid-1990s, experts predicted that India would face the world's biggest AIDS epidemic by 2000. Overall, the book reveals a great deal about queer communities and identities, queer activism and about media and social and political attitudes in China. Importantly, because queer media is "niche" and "narrowcasting" rather than "broadcasting" and "mass communication", the subject compels a rethinking of some often-taken-for-granted assumptions about how media relates to the state, the market and individuals. It also explores how these media shape community cultures and perform the role of social and political activism in a country where queer identities have only recently emerged and explicit forms of social activism are under serious political constraints. It traces how queer communities have emerged in urban China and the pivotal role that community media have played in the process. This book examines different forms and practices of queer media, that is, the films, websites, zines and film festivals produced by, for and about LGBTQ (Lesbian, Gay, Bisexual, Transgender and Queer) people in China in the first two decades of the twenty-first century. The book presents significant new insights about the Thai sex/gender system, particularly on how it is affected by processes of globalization and the ascent of the Internet and mobile phones as tools for dating and romance. For nearly all men, this transition brought them into contact with new ideas about gender and sexuality, and many experienced an abrupt increase in their opportunities to have sex, leading to a readjustment of their moral universes.

Some also had stints with sex work in one of Thailand's well-known centers for prostitution. Nearly all decided to move to a city to continue their education or to find work. The men are followed during an important transition in their lives: the end of their high school years and the end (in most cases) of their life as a child with parents or extended family at a rural home. It explores changes in the way men view and describe their sexuality over time by interviewing them three times over a period of around 18 months. This book presents the very first analysis of male homosexuality in modern rural Thailand that is based on sociological/anthropological research directly with 25 young same-sex attracted men.
